If the mod is in this section (Tale of Two Wastelands Mod Releases 3.x), then it's ready to be used in the latest version of TTW.

Can't give a picture right now but, if you are in Megaton, stand in front of Crater Side Supply's door. Now go around to the back of Crater Side Supply by going to the left. Behind Crater Side tucked in a corner under a building overhang is a small green box with monitor on it, that's what you are looking for.

My brother and I have both combed over Tenpenny Tower but we can't find the vending machine anywhere. It must be hidden in plain sight, right? Are we crazy? I know the mod is installed correctly because I found the one at Megaton on my own. Any hints would be appreciated

I wanted to ask if the weapon mod menu works with anything in the capital wasteland, and beyond that, whether or not there's been any mods that add in weapon mods for the Fallout 3 weaponry as of yet.

What he meant that the Rivet City WMVM is at the other end of the Marketplace. Upon entering the Marketplace, from any entrace from the Stairwell or from the Wasteland, go to the far back. There's a staircase next to Gary's Galley that leads to a door. Then turn left, the Vending Machine is there.
