You get perk every level so invest early to swift learner must have. The more experience you get the faster you will take almost perfect perk.

If leave Goodsprings with lvl 2 and rebuild character you become lvl 1.

After get Here and Now perk you get half level. I hope Roy will fix this problems soon.

My two cents on the dialogue checks..
I like the classic style, where you don't even see those prompts unless you've met the prerequisite. New Vegas works like the classic games in that style, except showing you when you're losing out on an option. Simply hiding the non-qualified options would both counter-act a power-gaming aspect that's counter to my style of roleplaying, and also minimize the "feel-bad" blocked moments unless you have encyclopedic dialogue tree knowledge or are following a walkthrough.

New Vegas does not work in that style at all, it shows pass/fail for all types of checks.
Fallout 3 actually has many checks for skills that *do* work in that style, you never see them unless you meet the prerequisite.
Only checks against SPEECH have the percentage, NVs system is walling you off without investing in SPEECH which may not be friendly to your particular build choice. The Fallout 3 system is better imo, as you have at least a chance to get through them, and a chance to fail some of them if you put your foot in your mouth.

Some times the best speech checks are those you fail. At least in FNV, it can lead to nice and/or hilarious results.

Roy, are you planning to fix the problem with Here and Now perk and incorrect accrual of experience after rebuild character? Otherwise everything works perfectly.
