I thought about going into the geck but i still wouldn't know what stat needs to be change? i again am not complaining i tried looking up the information in videos and what not and tried reading how's to stuff form the official guides but i just don't know what was used to describe the recharge rate?

While I don't use Xedit, I use FNVEdit (V4.0.3). To edit a MFB weapon's recharge rate:
1.) Go to its DNAM tab
2.) Scroll until you hit the modifier/option called Regen Rate.
3.) Select the number it has next to it to edit the vanilla value.
3a.) Alternatively, you can edit the furthest number from the first (vanilla) number in order to modify said rate.
4.) Higher numbers increase the recharge rate, lower numbers are the inverse.
5.) Tip your waiters/bellhops.
