Enclave Power Armor has no faction and is incredibly valuable

This is seemingly only occurring for Enclave Power Armor. It doesn't seem to be the case for mk.2 armor or brotherhood gear which have values and factions as expected. I've worked out the Enclave Power Armors value change is being causes by the Jsawyer Ultimate TTW 3.3 patch since disabling it restores the original value of ~700, but it doesn't seem to have a faction assigned even when removing all plugins. The only plugin i cannot disable to verify if its the cause is Jsawyer Ultimate itself, which seems to crash the game for some reason. Below is my load order:
