How to mod Tale of Two Wastelands?
I ask because I read on a similar Reddit post that you can mod New Vegas after the installation of TTW since it basically merges both games into one, but what about Fallout 3? If I uninstall all of my NV mods, install TTW, reinstall the NV mods, can I just install the FO3 mods, too, and they'll work when I'm in the FO3 map?

This is covered in the FAQ.
New Vegas mods may or may not work as TTW is a total conversion and not just "Fallout 3 as a DLC".
Fallout 3 mods do not work at all and will break/crash the game unless they are converted to work with TTW (many already are).
