What's the simplest method to add something to a vendor?

I want to add a custom ammo so it shows up in vendor lists, but I'm having a hard time understanding the GECK Wiki.

Can I just add my custom ammo to the relevant FormList, or do I need to get every vendor's RefID to add it through a script?
